This amendment to the solicitation provides answers to questions asked, changes the number of hours total from 1,080 to 900, changes the days per week from 2-3 days to 2.5 days, changes the service description, and changes the PWS. All other terms and conditions remain unchanged. This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for 3D Product Model Expertise Technical Support for the Naval Surface Warfare Center Carderock Division IAW the attached Requirements and Performance Work Statement. (PWS). This solicitation is full and open competition for 3D Product Model Expertise Technical Support for the Navy/NAVSEA Model-Based Product program IAW the attached PWS. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quote (RFQ) no. N0016719Q0213. The NAICS code is 541990 and the business size standard is 1,000. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2019-05 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20190809. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely proposals received from eligible offerors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate proposals and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Evaluation Factors (in order of importance) 1. Technical - Offerors' quotes must reflect the required Minimum Requirements included in the RFP. Must have experience included in the PWS. 2. Price - Offerors' quote must include all applicable costs to Bethesda, MD 20817. See 52.212-2- EVALUATION OF PROPOSALS, incorporated into this solicitation at pages 23 - 24, for additional information regarding the evaluation process for this award. All questions will be answered in an amendment to the solicitation. Quote packages are due by 05 September 2019 by 10:00 AM EST. Late quotes will not be considered.
