The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for preventive maintenance, emergency visits, training, and spare parts kits for the Cronos-11 and GEM-5N monitors at Naval Nuclear Propulsion Program (NNPP) sites. The services provided by Mirion Technologies, Inc. will be to provide the required services. The NAICS code is 811219 and the business size is 20.5 (millions of dollars). The proposed purchase order is being synopsized on a sole-source basis to Mirion Technologies, Inc. The proposed action is for the requested services, for which the Government intends to synopsize and negotiate with only one source pursuant to FAR 6.302-1. The basis for restricting competition is for the following reasons: Mirion Technologies, Inc. is the original equipment manufacturer (OEM) of the Cronos-11 and GEM-5N systems that are currently in place across the Navy within the NNPP. These systems including all technical aspects are proprietary to the OEM, therefore only Mirion Technologies, Inc. can perform the requested services. NSWCCD intends to award a firm fixed-price purchase order to Mirion Technologies, Inc. using Simplified Acquisition Procedures for Certain Commercial Items. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 18 September 2019. This notice of intent is NOT a request for competitive proposals. However, all responses received by 09/18/2019, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
