This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for Handyscan Black Elite 3d scanner with associated Software Package. This solicitation is unrestricted, and will be competed on a full and open basis based on a brand name justification. Quotes received from parties that are not small businesses will not be considered for award. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quotation (RFQ) no. N00167-19-Q-0199. The NAICS code is 334111 and the business size standard is 1250 employees. This requirement is being solicited unrestricted on a brand name justification. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-95 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20161222. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible offerors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Evaluation Factors (in order of importance) 1. Technical - Offerors' quotes must reflect the required specifications included in the RFQ. 2. Price - Offerors' quotes must include all applicable costs. See 52.212-2- EVALUATION OF PROPOSALS, incorporated into this solicitation at pages 15-16, for additional information regarding the evaluation process for this award. Questions/clarification regarding this solicitation must be submitted via email to james.m.mcgarvey@navy.mil. Any questions must be presented no later than 14 August 2019 and will be answered in an amendment to the solicitation. Quote packages are due by 21 August 2019 by 4:00 PM EST. Late quotes will not be considered. Quote packages shall be sent to james.m.mcgarvey@navy.mil and contain a cover sheet that provides the following information: a) Official Company Name; b) Point of contact including name and phone number; and c) Cage Code and DUNS number.
