The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for Keysight Technologies source measurement units and equipment. The compliant product is available solely from Keysight Technologies, Inc., as the required materials are only available through Keysight Technologies. The NAICS code is 334515 and the business size is 750 employees. The proposed purchase order is being solicited on a sole-source basis to Keysight Technologies, Inc. The proposed action is for Keysight Technologies products, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Keysight Technologies, Inc. is the only source of the required training and support, with no comparable item on the market. The NSWCCD intends to award a firm fixed-price purchase order to Keysight Technologies, Inc. using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 11:59AM 02 August 2019 This notice of intent is NOT a request for competitive proposals. However, all responses received by 11:59AM on 08/02/2019 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
