The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the purchase of MD7-PRO Revision 4 developmental hardware, which is manufactured by UTC Aerospace Systems (UTAS) and only available through Simmonds Precision Products, a UTAS company. The NAICS code is 334511 and the Product/Service Code is 6695. The proposed purchase order is being solicited on a sole-source basis to Simmonds Precision Products. The proposed action is for the MD7-PRO Revision 4 developmental hardware for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reason: Simmonds is the only source as they are a UTAS company, which is the manufacturer of this analyzer and have proprietary rights. The NSWCCD intends to award a firm fixed-price purchase order to Simmonds using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 20 February 2019. This notice of intent is NOT a request for competitive proposals. However, all responses received by 20 February 2019 at 10:00 AM EST will be considered by the Government. Any questions must be received via e-mail by 14 February 2019 at 10:00 AM EST. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
