NAVSEA’s Naval Surface Warfare Center, Carderock Division has a follow-on requirement for Advanced Signatures Technologies support services covering Big Data processing, cloud computing, data storage, simulation/generation, visualization, and complex software systems for afloat/ashore Navy systems and ASW signatures guidance under expanding cybersecurity threats. The anticipated acquisition strategy includes non-performance-based CPFF CLINs, cost-only ODC CLINs for material and travel, best-value trade-off source selection, and a five-year period of performance with a 12-month base plus four one-year options. The requirement falls under NAICS 541330 (Engineering Services), and incumbent work is currently performed by Opal Soft, Inc. at 1288 Kifer Road, Sunnyvale, CA 94086-5327. A draft SOW, draft personnel qualifications, and a market research questionnaire are provided for industry review, comment, and completion to help finalize the acquisition strategy. A follow-on RFP was released on 8 October 2026.
