The purpose of this updated announcement is to provide responses to industry questions received and attach Amendment 0001 of the solicitation. The purpose of Amendment 0001 is to: (1) extend the proposal deadline to 12:00 ET on 24 June 2024; (2) update the naming convention examples in Section L; and (3) update Attachment 4 under paragr aph 4.4.2 in Section L. All other terms and conditions remain unchanged. The solicitation, any applicable amendments, and its applicable Section J exhibits and attachments are available unlocked as part of this announcement. The remaining documents to include applicable drawings are locked. The locked documents are ONLY available to contractors with an approved Joint Certification Program (JCP) DD Form 2345. Firms must be approved on https://public.logisticsinformationservice.dla.mil/jcp/search.aspx. Contractors must have the JCP clearance loaded into Contracting Opportunities and request access through the system to be granted approval to view the documents.

The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to issue Solicitation No. N00167-24-R-0020, COLUMBIA Class Ropeguard and Duct ICCP Kits. This requirement is for the manufacturing of a maximum of seven (7) CLB Ropeguard Kits, a maximum of seven (7) Reference Cell Cover Kits, a maximum of seven (7) Anode Cover Kits, and a maximum of seven (7) Outer Structure Inner Diameter (OSID) Reference Cell Kits.The Government plans to award, contingent on funding, a minimum of one (1) Ropeguard Kits, one (1) Reference Cell Cover Kits, one (1) Anode Cover Kits, and one (1) OSID Reference Cell Kits as part of contract award. In addition, this requirement includes priced options for an additional seven (7) Ropeguard Kits, seven (7) Reference Cell Cover Kits, seven (7) Anode Cover Kits, and seven (7) OSID Reference Cell Kits throughout the contract’s period of performance. The NAICS code will be 336611, size standard 1250 employees. The PSC will be 2010 - Ship and Boat Propulsion Components. The resultant contract will be an Indefinite Delivery Indefinite Quantity Cost-Plus-Incentive-Fee Completion contract with an ordering period of five years. It is anticipated the solicitation will be issued on or around January 31, 2024. Interested firms may view and/or download the solicitation, attachments, and any amendments only from the System for Award Management (SAM) website at www.sam.gov once it is posted. It is the prospective Offeror's responsibility to monitor the SAM website for changes to this notice, announcements, or amendments to the solicitation. Interested firms are advised to register in the System for Award Management (SAM) at www.sam.gov prior to submission of proposals. The pre-solicitation notice is for the purpose of informing industry that the COLUMBIA Class Ropeguard and Duct ICCP Kits solicitation will be posted to SAM.gov. This notice is not a request for proposal. Proposals submitted as a result of this pre-solicitation will not be accepted and the Government will not reimburse for a proposal/response provided. Included with this notice is the draft Statement of Work (SOW) and Contract Data Requirements List (CDRLs). The draft documents are being provided to request comments, recommendations, and questions from potential offerors. As part of the response, the offerors, at a minimum, shall: List business size Demonstrate the capability to meet the requirements Inform the Government if barriers exist that would not allow for the offeror to propose The response is limited to ten pages. Please note that no Government response will be provided to questions/comments submitted in response to this notice and respondents will NOT be notified of the results of the sources sought. All questions/comments/recommendations will be reviewed by the Government to assist in identifying revisions to be incorporated in the final documents.
