The Advanced Propulsor Management Office (Code 808) in the Naval Architecture and Engineering Department (Department 80) of the Naval Surface Warfare Center, Carderock Division (NSWCCD) is responsible for Engineering and Manufacturing Development (EMD) of US Navy COLUMBIA (CLB) Class submarine propulsors. One of the requirements for the CLB Class is the manufacturing of the Bearing Support Structure (BSS). The BSS Inseparable Assembly is a key component. The BSS serves as the main structural interface between the propulsor and submarine. This synopsis is being posted for the requirement to fabricate and deliver CLB Class BSS Inseparable Assemblies. The resultant contract will be a combination of Fixed Price Incentive (Firm Target) and Firm Fixed Price (FFP). A draft solicitation, referenced drawings, Propulsor Engineering Request (PER), and the Assembly and Manufacturing Plan (A&M) are being provided as part of the synopsis. If a company wants to review the A&M plan, please contact the Contract Specialist and Contracting Officer and the A&M plan will be delivered via DoD SAFE. The Government is looking for feedback on PER 0351 and would like to know if it will be an achievable requirement to implement with forging subvendors? Approximately how much would the additional requirement cost for each Bearing Support Structure? The Government is also looking for feedback on the CLIN structure, contract type, Statement of Work requirments, and any barriers to proposing on the effort. It is anticipated the solicitation will be issued the week of March 28, 2022. Interested firms may view and/or download the solicitation, attachments, and any amendments only from the System for Award Management (SAM) website at www.sam.gov once it is posted. It is the prospective Offeror's responsibility to monitor the sam.gov website for changes to this notice, announcements, or amendments to the solicitation. Interested firms are advised to register their entity in SAM at www.sam.gov prior to submission of proposals. This pre-solicitation notice is for the purpose of informing industry that the BSS solicitation will be posted to www.sam.gov. This notice is not a request for proposal. Proposals submitted as a result of this pre-solicitation notice will not be accepted and the Government will not reimburse for a proposal/response provided.
