The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for a capabilities analysis services. The compliant services is available solely from ProModel Government Solutions, Inc., as the required timeframe can only be met through ProModel. The NAICS code is 541990 and the business size is $16.5 million. The proposed purchase order is being solicited on a sole-source basis to ProModel Government Solutions, Inc. The proposed action is for process assessment, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: PRoModel is the only source of the required service, with no compatible service on the market. The NSWCCD intends to award a firm fixed-price purchase order to ProModel Government Solutions, Inc. using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 11:59AM 13 April 2022. This notice of intent is NOT a request for competitive proposals. However, all responses received by 11:59AM on 04/13/2022 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
