Synopsis: The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to issue a solicitation for up to 120,000 pounds of natural-neoprene rubber compound for NSWCCD during the fiscal year (FY) 2020 through 2024. NSWCCD intends on issuing this solicitation on a sole source basis pursuant to FAR 6.301-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as market research, that included responses to FBO announcement number: N00167-19-R-Rubber-Compound, determined that only one source is qualified by the Navy to produce the natural-neoprene rubber compound. Attachment I, Rubber Compound Specifications, is provided for firms interested in this requirement that may be qualified. For firms not qualified, the contractor may start the qualified process by seeking a Work for Private Party Agreement. The Government will consider all responses received within 30 days from the date of this announcement when finalizing its acquisition strategy.
