The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for CMSoft Software support and training. The compliant product is available solely from CMSoft, Inc., as the required materials are only available through CMSoft. The NAICS code is 561990 and the business size is $11.0 million. The proposed purchase order is being solicited on a sole-source basis to CMSoft, Inc. The proposed action is for training and support for CMSoft products, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: CMSoft, Inc. is the only source of the required training and support, with no comparable item on the market. The NSWCCD intends to award a firm fixed-price purchase order to CMSoft, Inc. using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 11:59AM 18 April 20189 This notice of intent is NOT a request for competitive proposals. However, all responses received by 11:59AM on 04/18/2019 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
