This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The NSWCCD intends to solicit the rental of a signal generator, one KEYSIGHT N5193A - UXG AGILE SIGNAL GENERATOR, or EQUIVALENT in CAPBILITY and RUGGEDNESS for a period of SIX MONTHS. Award based on lowest price, technically acceptable. Item descriptions are included on the solicitation document as applicable (document N00167-19-Q-0067). This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under RFQ N00167-19-Q-0067. The NSWCCD intends to award a firm fixed price purchase order using Simplified Acquisition Procedures. The NAICS code is 532490 and the business size is $32.5 million. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-92 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20161104 SEE ATTACHED FILE FOR CLAUSES AND PROVISIONS. Evaluation Factors (in order of importance) 1. Technical - Offerors must quote products that reflect the desired specifications outlined in the RFQ. 2. Price - Offerors must include all applicable costs to include shipping costs to Virginia Beach, VA 23461. Questions/clarification regarding this solicitation must be submitted via email to michael.bonaiuto@navy.mil and gary.whitney@navy.mil no later than March 20, 2019 at 11:59AM. All questions will be answered in an amendment to the solicitation. Quote packages are due by March 25, 2019 by 11:59AM. Late quotes will not be considered.
