The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a sole source contract to Lockheed Martin Rotary and Mission Systems (LM RMS), Manassas, VA for technical support to aid in product development of signatures tactical training systems. The Government intends to make an award prior to the 2nd quarter of fiscal year 2020. The contractors shall provide engineering and technical services required for the design, development, fabrication, test, repair, and fleet implementation of tactical sonar hardware and software and the interfaces between the All World Environment Simulation (AWESIM), and the submarine AN/BQQ-10 A-RCI, the surface ship AN/SQQ-89A9V)15, and the surveillance Integrated Common Processor (ICP) tactical sonar and related subsystems. The acquisition will also provide the design and development of scaled-down, non-redundant, and tailored versions of these tactical sonar systems and related Trainer Unique Equipment (TUE) for integration with AWESIM. This is part of a follow-on procurement for this requirement. Pursuant to 10 U.S.C 2304(c)(1), LM RMS is the only responsible source capable of fulfilling the Navy's requirements for the specified effort. The proposed J&A and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(iii)(B). LM RMS as the sonar system integrator for the AN/BQQ-10 A-RCI, AN/SQQ-89A(V)15, and ICP systems has the requisite knowledge to develop and implement a full real-time tactical trainer application requires the same fidelity and reliability of a continuous real-time sonar tactical implementation. LM RMS is the only company with the requisite tactical sonar engineering expertise, qualified sources and design, production, and support capabilities to meet the navy's requirements. Award to a source other than LM RMS would cause programmatic delays that would effectively render the fleet tactical training system program inoperable. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. ***Please note*** The solicitation number has been updated to reflect an FY20 number.
