The Department of War is issuing a Request for Information (RFI) to identify industry capabilities for conducting abusive testing of lithium batteries, including thermal, mechanical, and electrical abuse tests. The government may later issue a Request for Solutions under the Expeditionary Missions Consortium OTA based on the responses. The RFI seeks detailed information on testing facilities, specific abusive testing services, test capacity, heat release rate testing, and gas analysis capabilities. Responses must follow specific formatting rules, including a 10-page limit and submission in non-proprietary Word or PDF formats. To be eligible for any subsequent Request for Solutions, respondents must be a member in good standing of the EMC² Consortium.
