This is a reopened solicitation for the design and manufacture of new specialized Flatcars to transport Active Inert Missiles, as the current fleet reaches its end-of-life on July 1, 2031. The Navy intends to award a 5-year indefinite-delivery, indefinite-quantity (IDIQ) firm-fixed-price contract through full and open competition. The vendor must provide all facilities for development and manufacturing and must be capable of meeting Association of American Railroads (AAR) requirements. Delivery will be FOB Destination. The solicitation and controlled attachments will be available on the SAM.gov website, and contractors must be registered in both SAM and the Joint Certification Program (JCP).
