AMENDMDENT 0003: The purpose of Amendment 0003 is to post updated EMSS Kit Specifications (Attachment 1 Revised EMSS Kit Specifications_0003) pertaining specifically to the Branding paragraph on p. 9 and update the SOW under Section 2 Applicable Documents to add the MIL-DTL-43179. This amendment also extends the proposal deadline to 24 October 2025. Both the Amendment (SF 30) and Conformed (SF 1449) copy of the solicitation are attached. Final Questions Answered Update: Upon posting Amendment 0002 four questions came in that are addressed in Attachment 5_ Updated Final Questions Answered_25RJW85_0003. See questions 38-41. At this time no further questions will be addressed per Solicitation Paragraph 1.1 all questions were required to be received within 15 days of solicitation posting. Attachment 5 (Updated Post-Final Questions) is also updated to answer and clarify additional questions received after the posting of Amendment 0001. This Amendment 0002 extends the proposal deadline to 17 October 2025. AMENDMENT 0001: Final Questions Answered Update: Upon posting Amendment 0001 three questions came in that are addressed in Attachment 5 Updated Final Questions Answered. See questions 35-37. At this time no further questions will be addressed per Solicitation Paragraph 1.1 all questions were required to be received within 15 days of solicitation posting. Electronic Maintenance Support System (EMSS) N0016425RJW85 –SMALL BUSINESS SET-ASIDE - Ruggedized laptops and all accessories and applicable equipment– PSC -7K20 NAICS 334111 Issue Date: 17 April 2025 – Closing Date: 02 May 2025 – 3:00 pm Eastern ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a supply requirement for ruggedized laptops, all accessories and applicable equipment. The attachment contains the EMSS Kit specifications including the ruggedized laptop and all accessories that would be procured with each laptop. The products must be TAA compliant. These items are identified as commercial items. The requirement is for a three (3) year ordering period to support the Marine Corps Program of Record (PoR). The Navy intends to solicit this contract on a full and open competition basis as a total small business set-aside in accordance with (IAW) FAR 6.203 and FAR 19.502-2. Delivery is required FOB Origin at Contractor Facility. Inspection/Acceptance will be conducted at the contractor facility. The solicitation will be made available posted to sam.gov. All changes that occur to competitive actions prior to the closing date will be posted to Contract Opportunities on https:/sam.gov/. For within scope changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award. NSWC Crane anticipates issuing a Request for Proposal (RFP) in FY Q4 2025. This requirement will be procured utilizing Federal Acquisition Regulation (FAR) Part 12 and 15 procedures. Naval Surface Warfare Center (NSWC) Crane Division anticipates awarding an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a three (3) year ordering period for ruggedized laptops, accessories, and applicable equipment. The requirement is to procure anywhere from 1-3000 electronic maintenance devices (EMD) or accessories each year. The contract minimum is $500 and the anticipated IDIQ maximum is $30,400,000. The contractor shall deliver items IAW the attached EMSS Kit specifications. Contractors must be properly registered in the System for Award Management (SAM).
