N0016425GJQ32 – Sole Source - Purchase of Liquid Air Palletized Systems (LAPS), Air Handling Units (AHUs), Engineering Services, Repair parts and associated data – PSC (1660) – NAICS (336413 & 541715) Issue Date: 06 March 2025 - Closing Date: 24 March 2025 – 2:00 PM EST Naval Surface Warfare Center, Crane Division (NSWC Crane), anticipates awarding a Basic Ordering Agreement (BOA) for the purchase of Liquid Air Palletized Systems (LAPS), Air Handling Units (AHUs), Engineering Services, Repair parts and associated data. A five year BOA with a ceiling of $25,000,000 will be solicited and negotiated on a sole source basis with Meggitt Defense, 9801 Muirlands Boulevard, Irvine, CA 92618 (CAGE 62228), under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The requirement is being solicited on a sole source basis as the development and sustainment of another source would result in excessive duplication of costs to the Government, and these costs would not be recouped through competition. All responsible sources may submit a capability statement or proposal that shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The solicitation and amendments for this sole source action will not be posted to SAM.gov and are available only from the POC identified below. Any capability or proposal submission for this effort will not be reimbursed by the Government. Contractors must be properly registered in the System for Award Management (SAM).
