N0016424RWP16 – SOLE SOURCE - Engineering Services for Microwave Devices with Goals to Increase Reliability, Improve Performance and Reduce Acquisition Costs – PSC – H220 - NAICS 541330 Issue date 14SEP2023 - Closing date 13OCT2023 at 02:00 PM EST (EDT) Naval Surface Warfare Center (NSWC) Crane, 300 Hwy 361, Crane, Indiana 47522 has a requirement for engineering services for microwave devices in support of United States (U.S.) programs including AEGIS Weapon System (AWS) and AN/SPY radars, which it intends to solicit and award a five-year Basic Ordering Agreement (BOA). The proposed contract action is for the services for which the Government intends to solicit and negotiate with one source, Communications & Power Inc. (CAGE: 99313) 811 Hansen Way, Palo Alto, CA 94304, under the authority of FAR 6.302-1. The planned award date for the proposed contraction action is 11 December 2024 and for a total amount of $7.7M. The requirement is being solicited on a sole source basis because establishing alternate sources to support the required support and repair would result in substantial duplication of costs which are not anticipated to be recouped through competition and unacceptable delays in fulfilling agency requirements. All responsible sources may submit a capability statement or proposal which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.
