N0016424RWM44 – Waterfront and Alternation Installation Team (AIT) services in support of Maritime Electronic Warfare (EW) Systems – PSC J020 – NASICS 336611 Anticipated Issue Date 04/18/2024 – Anticipated Closing Date 05/18/2024 – Time 2:00 EST Naval Surface Warfare Center (NSWC) Crane has a requirement for a non-commercial service contract to provide waterfront support operations, fleet readiness support, Alteration Installation Teams (AITs), and facilities in support of modernization and installation efforts. Services to be provided include but are not limited to: On-Site Representatives (OSR), Industrial Planners & Operational Testing Support, Logistics & Material Support, AITs, Installation Support Technicians, Subject Matter Experts (SME), and Engineering and Electronics Technicians to support modernization, installation and fleet support efforts. Facilities shall be provided and maintained at Norfolk, VA and San Diego, CA in support of these requirements. Place of performance and Government on-site/off-site support requirements are estimated as follows: NSWC Crane Division (15%) Temporary Duty (TDY) travel locations (inclusive of performance at shipyard or other Government sites) (55%) Contractor’s Facility, within 30 miles of Naval Station Norfolk, VA (15%) Contractor’s Facility, within 30 miles of Naval Station San Diego, CA (15%) The Navy intends to solicit and negotiate this contract as a total small business set-aside in accordance with Federal Acquisition Regulations (FAR) Subpart 19.5. The Government intends to award a cost reimbursement type contract to the responsible contractor whose offer represents the best value to the Government considering technical, past performance, and price/cost related factors. Potential Offerors should be aware that this contract is anticipated to require open, constant, and clear communication with the Government. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments.
