The Helios 5 Laser PFIB is a tri-beam system that has an electron, ion, and laser beam for imaging and ablation of material The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, FEI Company 5350 N.E. DAWSON CREEK DR., HILLSBORO, OR 97124-5793, under the authority of FAR 13.106-1. This is being sole sourced because FEI Company’s proprietary data needed for maintenance will not allow for any other company to trouble shoot and maintain the equipment and could cause damage to the technical schematics while performing repairs by an unauthorized source.. Sole Sourcing helps to mitigate risk related to counterfeit and high-risk or non-conforming parts. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). This solicitation is being issued pursuant to the procedures at FAR Part 13.
