N0016422SNB05 – Sources Sought – New Manufacture of AN/SPS-48E Serpentines PSC: 5840 NAICS: 334511 Issue date: October 15, 2021 Closing date: October 29, 2021 at 02:00 PM EST (EDT) MARKET RESEARCH – Sources Sought: The Government is issuing this announcement in accordance with DFARS 205.205-71, and as part of market research for AN/SPS-48E serpentines. This is NOT A SOLICITATION FOR PROPOSALS and no contract will be awarded from this Sources Sought. Naval Surface Warfare Center, Crane Division, Crane, IN, is seeking information from companies that have the capability and facilities to manufacture multiple serpentine assembly variations for the AN/SPS-48E serpentines. Companies with the capability and facilities to provide these types of supplies and services as well as the experience/expertise are invited to submit information pertaining to their capability to fulfill this requirement. The proposed contract action for the supplies and services for which the Government intends to solicit and negotiate a Firm Fixed Price, Indefinite Delivery, Indefinite Quantity contract, with one source, Loughmiller Tool & Design, Loogootee, IN. This effort is anticipated to be conducted on a sole source basis under the authority of FAR 6.302-1(a)(2)(iii) which states the basis for restricting competition is the anticipated substantial duplicative costs to the Government to qualify another manufacturer’s product for shipboard use, which are not anticipated to be recouped through competition, and the anticipated unacceptable delays in fulfilling the agency requirements through any other source. Loughmiller has acceptably designed the prototype and delivered the above mentioned serpentines. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract action based upon responses to this Sources Sought is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
