N0016422R1011 – SOLE SOURCE – ENGINEERING SUPPORT SERVICES FOR SHIPS AND SHIP SYSTEMS IN THE SHIP DESIGN, ENGINEERING, AND INTEGRATION SUPPORT TECHNICAL AREA – PSC – R425 – NAICS 541330 Issue Date: 17 May 2022 – Closing Date: 31 May 2022 – 1300 Eastern Time Naval Surface Warfare Center, Crane Division (NSWC-CR), on behalf of Naval Systems Engineering Directorate (SEA 05), has a requirement for engineering support services for ships and ship systems in the Ship Design, Engineering, and Integration Support for the Surface Ships technical area. The proposed contract action is for the services for which the Government intends to solicit and negotiate with one source, American Bureau of Shipping (ABS), 1701 City Plaza Drive, Spring, TX 77389 [Cage Code: 2B704], under the authority of FAR 6.302-5. This is being sole sourced because ABS provides specialized, third party services to a variety of government agencies related to the agencies’ maritime vessels and other assets. ABS is recognized by the United States Coast Guard’s Director of Commercial Regulations and Standards as the society that advances commercial vessel safety. ABS also is expressly recognized by statute 46 USC § 3316(a), as the sole source provider of classification services for vessels owned by the United States Government and in all matters related to classification. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
