SOLE SOURCE PROCUREMENT ITEM DESCRIPTION - Naval Surface Warfare Center, Crane Division located Naval Support Activity, Crane IN intends to award a five-year Indefinite-Delivery-Indefinite-Quantity (IDIQ) sole source contract to DRS Network & Imaging Systems, LLC (CAGE: 32865) located in Melbourne, FL. The procurement includes components, test, teardown, and evaluations, repairs, and engineering services related to the purchase of Longwave and High Definition Midwave Infrared Detector Assemblies in support of Multi-spectral Targeting Systems (MTS) operational use. These components include Cooler Control Module (P/N 1008984-001), High Definition Detector Interface (P/N 1008985-001), CSP Integrated Detector Cooler Assembly (P/N 1017375-001), MTS-B Integrated Detector Cooler Assembly (P/N 1017340-001), and Cooler Drive Electronics (P/N 1003282-001). This procurement also includes supporting repair components, spares, engineering services, and repairs. The supplies and services required by this contract are for the replacement and sustainment of the proprietary MTS systems manufactured by the Original Equipment Manufacturer (OEM), Raytheon Company. The assemblies will be utilized to facilitate a shortened repair turnaround time of the MTS to operational use. Delivery Orders shall be within scope, issued within ordering period, and be within the maximum total dollar value of approximately $9.2 million over a five-year period. The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, DRS Technologies, 100 N Babcock St. Melbourne, FL, 32935, under the authority of FAR 6.302-1. This is being sole sourced because only one source can satisfy the requirement. The basis for restricting competition to DRS is that competing the award would result in substantial duplication of costs to the Government that would not be expected to be recovered through competition. Awarding these requirements to another source would also create unacceptable delays in fulfilling the agency's requirements. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.
