N0016421Q0006 - SOLE SOURCE –SERVICE – EVALUATION / REPAIR OF POLYPHASE MICROWAVE EQUIPMENT PSC J020 - NAICS 334515 ISSUE DATE 26 JUL 2021 CLOSING DATE 28 JUL 2021 - 4:00 PM Eastern Time ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for the evaluation and repair of: CLIN 0001 - Repair of (2) Polyphase Microwave Dual Channel Downconverters (DCD), PN: POLY-DCD-1000. CLIN 0002 - Evaluation and repair assessment to quantity of (1) Polyphase DCD, PN: POLY-DCD-1000. CLIN 0003 – Option for Repair, for a quantity of (1) Polyphase DCD, PN: POLY-DCD-1000. The Government intends to solicit and award a single Firm-Fixed-Price (FFP) Sole Source, contract IAW FAR 13. The proposed contract action is for the services for which the Government intends to solicit and negotiate with one source, Polyphase Microwave, Inc. 1983 S Liberty DR, Bloomington , Indiana 47403-5146, CAGE CODE 354V9. The basis for restricting competition is “Peculiarity to Manufacturer”. Polyphase Microwave, Inc. is the Original Equipment Manufacturer (OEM) and does not authorize 3rd party repairs. Polyphase Microwave, Inc. is considered the only responsible source possessing sufficient requisite knowledge, engineering expertise, and technical data to evaluate and repair to the OEM specifications. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This solicitation is being issued pursuant to the procedures at FAR Part 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N0016421Q0006 is hereby issued as an attachment hereto.
