FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane has a requirement to procure supplies and services to support the AN/ALQ-249 (V)1 Next Generation Jammer - Mid-band (NGJ-MB) In-Service Support Center (ISSC) Fleet Support Team (FST) and Organic Depot. The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, Raytheon Company, 2000 East El Segundo Blvd., El Segundo, CA 90245-3507, under the authority of FAR 6.302-1(a)(2)(iii)(A). This procurement is being sole sourced because no source other than Raytheon currently has the requisite knowledge and experience to satisfy the agency's requirements. Utilizing another source would result in significant duplication of costs. The proposed procurement is under the North American Industry Classification System code (NAICS) 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The anticipated ceiling maximum of the BOA is estimated to be $21,800,000.The period of the BOA is expected to be five years. The primary place of performance will be at the contractor facility; however, it is possible that engineering or technical services could be performed at both CONUS and OCONUS locations. Periodic review and synopsis of the BOA Job Orders will be performed by NSWC Crane. Individual Job Orders will specify required tasks and all applicable delivery terms and conditions. It is anticipated that the proposed BOA will be issued October 2020. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423s. Job Order 0001 under the BOA is anticipated to be for the establishment of an Engineering & Logistics Services Order with Raytheon Company to support the AN/ALQ-249(V)1 Next Generation Jammer - Mid Band In-Service Support Center (ISSC) / Fleet Support Team (FST) / and Organic Depot. This Job Order is anticipated to be a CPFF contract with an anticipated award date of 30 October 2020. A formal solicitation will not be posted to the FedBizOpps website. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
