The Naval Surface Warfare Center, Crane Division anticipates awarding a Firm-Fixed-Price, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract that will cover a five-year ordering period with five additional option years for AN/SLQ-32 (V)6 Shelter Enclosure Refurbishments. This requirement will be negotiated on a sole source basis to Production Engineering Corporation, 3515 Marshall Street, Minneapolis, MN 55418 in accordance with FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The procurement is for the complete refurbishment of the AN/SLQ-32(V)6 Antenna Shelters to include complete disassembly of the enclosure, use of Blast Media to clear away old paint, coatings, and corrosion, re-apply Chromate Chemical Conversion, Primer, and Paint, re-assembly of the enclosure including new gaskets and hardware. The contract minimum is quantity two (2) and the estimated contract maximum is $21,157,560 (including option years). The FOB point shall be FOB destination: NSWC Crane. Inspection and acceptance will be at destination. Delivery terms will be addressed per Delivery Order. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Production Engineering Corporation through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiation. The anticipated contract award date is 01 APR 2020. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The basis for restricting competition is the duplicative cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency requirement through another source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
