ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for an upgrade in software and replacement batteries to the MK 59 and 62 MOD 0 Firing Devices in order to continue initiation of explosive charges. Maintenance of both devices shall consist of replacing the battery and updating the firmware by replacing the microchip. The Government intends to issue a solicitation on a sole source basis for an anticipated Indefinite Delivery Indefinite Quantity (IDIQ) contract that will cover a five-year ordering period with five additional option years. This proposed procurement is for an anticipated minimum contract quantity of 500 with an anticipated maximum contract quantity of 18,500. The proposed contract action is for the services for which the Government intends to solicit and negotiate with one source, Amtec Corporation, Janesville, WI Cage Code: 03MS2, under the statutory authority 10 U.S.C. 2304 (c) (1) as implemented as FAR 6.302-1 (1). This procurement is being sole sourced due to Amtec Corporation being the only responsible source capable of providing the required services. Amtec Corporation is the Original Equipment Manufacturer (OEM), and is the only source that possesses the technical proficiency required to refurbish the devices. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments.
