N00164-19-SNC42 - Sources Sought/Request for Information (RFI) - Miniature Aiming Systems - Laser (MAS-L) Ranging Aiming Laser (RAL) - FSC 5855 - NAICS 333314 Issued Date: 30 SEP 2019 - Closing Date: 14 NOV 2019 - 2:00PM EST SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI): The Government is issuing this RFI/sources sought announcement as part of a market survey. Naval Surface Warfare Center (NSWC), Crane Division, is seeking information from industry pertaining to a Ranging Aiming Laser (RAL) as identified in the Miniature Aiming Systems - Laser (MAS-L) Capabilities Document (CPD). The RAL is for rifles and light machine guns employed by Special Operations Forces (SOF). This effort is underway to gauge potential interest, establish the current state of industry, and assist in specification refinement and validation. The Government is interested in devices with the following combination of capabilities: • Visible Pointer Laser • NIR Pointer Laser • NIR Illuminator • (CLIN 1) Without a Laser Range Finder • (CLIN 2) With a Laser Range Finder Minimum Salient Characteristics • Visible Pointer laser shall be visible greater than or equal to 25m • NIR Pointer laser shall be sufficient for the operator to view greater than or equal to 900m through PVS-31 and PVS-31A • NIR Illuminator shall be sufficient for the operator to view greater than or equal to 900m through PVS-31 and PVS-31A • Laser Range Finder shall have a wavelength between 1400nm and 1700nm • RAL assembly with battery shall weigh 15 oz or less. • Pointers shall provide less than or equal to 0.8 mrad of divergence (1/e) • RAL device shall use a CR123 and/or Lithium AA. • Bluetooth capability to send ranging data to a hand held anemometer with ballistic processor, e.g. a Kestrel meter with LiNK • Weapon shock life expectancy of 10000 rounds on MK17 The Visual Augmentation Systems, Weapons Accessories (VASWA) Program at NSWC Crane is interested in receiving feedback and product information from industry in support of the MAS-L RAL mission areas. A technical description of the product(s), such as physical characteristics, operational features, performance data, and photographs are of particular interest to assist in establishing the state of industry. The government is particularly interested in a Size, Weight, Performance, & Cost (SWaPC) analysis of trade-offs to achieve longer ranges. The government requests the response also identify the costs associated with including Bluetooth. Sections of the draft performance specification are highlighted to increase visibility and discussion from interested industry parties. Potential sources should also provide any test results on the item(s) if applicable. Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. In addition to the analysis of trade-offs regarding cost versus range, all interested parties are strongly encouraged to submit an abbreviated synopsis or white paper. This white paper should not exceed 3-5 pages per item, with an executive summary (short paragraph) on the effort, the technical description of the effort, a preliminary schedule, identification of risks, place of manufacture, current Technology Readiness Level (TRL) and a cost estimate. Offerors should submit the white papers electronically prior to 2:00 p.m. on 14 November 2019 in order to be evaluated. Submissions received after closing date will still be reviewed, but may not be taken into consideration for affect to the specification. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions.
