N00164-20-R-GW05 – SOLE SOURCE – Gas Generator Handling Cart Winch – FSC 3950 – NAICS 333923 Issue Date: 02 July 2020 – Closing Date: 01 August 2020 – 2:00 PM EDT Naval Surface Warfare Center (NSWC) Crane has a requirement for Gas Generator Handling Cart Winches. The hand-operated winches is a part of the Gas Generator Handling Cart (GGHC), which is used to handle gas generators. While the primary purpose is for material handling, the government’s requirements are much more stringent due to the program that it is supporting. The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, Advanced Machining Incorporated, New Smyrna Beach, FL 32168 (Cage Code 1WSC8), under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is to avoid roughly $1.05 million in cost duplication and prevent more than 30 months schedule impact because the Government does not own the detailed design information. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
