N0016420Q0329 - SOLE SOURCE – MANUFACTURE – SPONSON STRUCTURE SUPPORT PLATFORM & AIR BEARING SYSTEM QTY 1 EACH PSC 3920 - NAICS 332312 ISSUE DATE 17 AUG 2020 CLOSING DATE 21 AUG 2020 - 4:00 PM Eastern Time ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for the manufacture of 1 Each Sponson Structure Support Platform and Air Bearing system, P/N 11500000-0. CLIN 0001 - Sponson Structure Support Platform and Air Bearing system IAW Manufacturer P/N: 11500000-0 QTY 1 Each The Government intends to solicit and award a single Firm-Fixed-Price (FFP) Sole Source, contract IAW FAR 13. The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, Benz Metal Products, Inc., 3 Menomonee Falls, WI. 53051 Cage Code: 42UN9. The basis for restricting competition is the substantial duplication of costs to the Government to qualify another manufacturer’s product, which are not anticipated to be recouped through competition, and the anticipated unacceptable delays in fulfilling the agency requirements through any other source. Benz Metal Products, Inc.is currently the only manufacturer of this equipment. The equipment is of Benz Metal Product, Inc’s design to the Northrop Gumman requirements Benz Metal Products, Inc retains all intellectual property rights to the design and is considered the only responsible source possessing sufficient requisite knowledge, engineering expertise, and technical data to manufacture the Sponson Structure Support Platform and Air Bearing System. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This solicitation is being issued pursuant to the procedures at FAR Part 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N0016420Q0329 is hereby issued as an attachment hereto. All changes that occur prior to the closing date of this solicitation/synopsis will be posted to the https://beta.SAM.gov website.
