N0016420Q0133 – GWS TI-16 MOD 0 HAND CONTOLLER – FSC: 6110 – NAICS: 335999 ISSUE DATE 10 APR 2020 – CLOSING DATE 22 APR 2020 – 5:00 PM Eastern Time ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for MK-20 MOD 1 HAND CONTROLLER, BG-724, USED FOR CONTROL OF THE MK 46 AND MK 20 MOD 1 ELECTRO OPTIC SENSOR SYSTEM (EOSS). SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, BG Systems, Inc. / Palo Alto, CA 94303 CAGE: 05HN0, under the authority of FAR 13.106-1. This is being sole sourced because BG Systems, Inc. is the OEM of the hand controllers used in the MK 46 and MK 20 Mod 1 Electro Optic Sensor System (EOSS). These are the only hand controllers that have been approved for use in the MK46 and MK 20 Mod 1 EOSS through Environmental Quality Testing of the overall system by one source. Deviation from the only approved source will result in risk to the platforms and sensors as well as a significant loss of time and effort to approve this item. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). This solicitation is being issued pursuant to the procedures at FAR Part 13.
