N00164-20-G-WS42-0002 - SOLE SOURCE –TPS EWCRFTS & TS 9100 – FSC 4920 – NAICS 334515 Solicitation Anticipated Issue Date 8 JUN 2020 – Solicitation Anticipated Closing Date 1 SEP 2020 - Time 12:00 PM EST Naval Surface Warfare Center (NSWC) Crane plans to enter into Cost-Plus-Fixed-Fee (CPFF) Job Order 0002 on Basic Ordering Agreement (BOA) N00164-20-G-WS42 to procure Test Program Sets for the Electronic Warfare Common RF Test Set and the Teradyne Spectrum 9100. The government intends to solicit and negotiate with one source, Northrop Grumman Systems Corporation, 1580B W Nursery Rd Linthicum Heights, MD, 21090-2202 in accordance with the authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The Government does not possess a complete technical data package to compete this action. The effort will not be set aside for small business concerns. The basis for restricting competition is based on the time and cost that would be duplicated to test and qualify another vendor’s parts make it impracticable to procure from anyone other than Northrop Grumman Systems Corporation. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified by the solicitation. It is the responsibility of the offeror to submit offers to the POC at NSWC Crane. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
