N0016419SNC16 - REQUEST FOR INFORMATION (RFI) - Design, Manufacture, First Article Test, Production, AN/SPS-49 Replacement Antenna System - FSC 5840 - NAICS 334511 Issue Date: 09 AUG 2019 - Closing Date: 10 SEP 2019 - 3:00 PM EST MARKET RESEARCH - SOURCES SOUGHT SYNOPSIS: This Sources Sought Notice is being issued by the Naval Surface Warfare Center, Crane Division, Radar Technologies Division. The Government is conducting market research related to the design, manufacture, first article test, and production of a replacement AN/SPS-49 Antenna System used in harsh environments aboard select U.S. Navy ships. The AN/SPS-49 antenna systems is part of the L Band long range air search radar system. This notice is for market research purposes only and does not constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is not seeking or accepting unsolicited proposals. This Sources Sought Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. NSWC Crane is seeking companies with expertise in model based design and development of electronically steered rotating radar antenna systems. The model is to include logistics product data, test planning data, requirements and requirements traceability data, and reliability data. First article testing includes full performance testing as well as environmental testing including shock, vibration, salt fog, temperature cycling, humidity, and inclination. Companies responding shall show experience in the areas of model based design, development, testing, and production of electronically steered antenna systems used in marine environments. Companies shall show their ability to use detailed documentation and modeling processes to accomplish subsystem development and their ability to use high level documentation to create detailed development and manufacturing process documents using high reliability, military grade parts. Companies responding to this Sources Sought Notice shall complete the "Contractor Response" column for each capability identified in Attachment 1 "AN/SPS-49 Antenna System Redesign Sources Sought Response Form". Where additional information is requested, companies will provide that information, identified by the corresponding Item Number, in a single, separate White Paper not to exceed 11 pages. A draft Statement of Work (SOW) and upgrade requirements as well as sample Systems Engineering Plan is included in Attachments 1 through 5. White papers submitted in conjunction with the Attachment 1 Response Form shall be in electronic format. The font size shall not be smaller than 12 pt. font. The top, bottom, left and right margins shall not be less than 3/4 inches. A cover page for the white paper shall be included. The cover page shall include the company name, address, CAGE Code, and points of contract (names, email, and telephone numbers) at a minimum. The cover page is not considered in the total page count. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Acquisition strategy for this requirement has not determined. The documents included as part of this RFI are draft documents only; statement of work, plans, drawings, CDRLs, contract strategy/structure, etc. has not been completed.
