N0016419RWS42 - SOLE SOURCE - AN/ALQ-218 TACTICAL JAMMING RECEIVER SYSTEM / AN/ALQ-240 ELECTRONIC SUPPORT MEASURES SYTEM & AEA FLEET SUPPORT TEAM (FST) & SUSTAINMENT/REPAIR DEPOT - FSC J016 - NAICS 334511 Issue Date: 30 May 2019 - Closing Date: 1 July 2019 - 2:30PM EST Naval Surface Warfare Center (NSWC) Crane has a requirement to procure supplies, services, and research and development associated with the Airborne Electronic Attack (AEA) Fleet Support Team (FST) and Organic Depot requirements in support of the EA-18G Growler AEA Suite and the AN/ALQ-240 Electronic Support Measures System (ESM). The government intends to enter into a Cost-Plus-Fixed-Fee (CPFF) Basic Ordering Agreement (BOA) to provide fleet sustainment support for the EA-18G Growler AEA Suite and the AN/ALQ-240, to include ongoing engineering, technical, and logistical support for Weapons Repairable Assemblies (WRAs), Shop Repairable Assemblies (SRAs), and test bench issues that may arise. Additional supplies and services that may be procured consist of assemblies, subassemblies, components, testers and associated equipment, ancillary equipment, engineering and technical support, research, development and design, product improvements, system and subsystem integration, repairs, training, logistical and fleet support, drawings, data, and software associated with the EA-18G Growler AEA Suite and AN/ALQ-240. The BOA will allow for CPFF Contract Line Items (CLINS) as well as Firm-Fixed-Price (FFP) and cost only type CLINs. The Government intends to solicit and negotiate with one source, Northrop Grumman Systems Corporation, 1508B West Nursery Road MS B585, Linthicum Heights, MD 21090-2202, in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Job Order 0001 under the BOA is anticipated to provide services and repairs for all variants/derivatives of the EA-18G Growler AEA Suite and AN/ALQ-240 systems, on an as-required basis and will support the AEA FST, with Field Engineering Representation and Logistics Product Support Analysis Operations to include repairs and fleet sustainment. This Job Order will be a CPFF contract with an anticipated award date of 30 June 2020. The basis for restricting competition is based on the time and cost that would be duplicated to test and qualify another vendor's parts make it impracticable to procure from anyone other than Northrop Grumman Systems Corporation. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed procurement is under the North American Industry Classification System code (NAICS) 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The anticipated ceiling maximum of the BOA is estimated to be $90,480,000. The period of the BOA is expected to be five years. The primary place of performance will be at the contractor facility; however, it is possible that engineering or technical services could be performed at both CONUS and OCONUS locations. Periodic review and synopsis of the BOA Job Orders will be performed by NSWC Crane. Individual Job Orders will specify required tasks and all applicable delivery terms and conditions. It is anticipated that the proposed BOA will be issued June 2020. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423s.
