The draft agreement will be issued directly to Northrop Grumman Systems Corporation. SOLE SOURCE PROCUREMENT - Naval Surface Warfare Center (NSWC) Crane has a requirement to award a five-year Basic Ordering Agreement (BOA) for Procurement, Engineering and Logistics Support Services in support of the AN/ZPY-3 Multi-Function Active Sensor (MFAS) Radar. The required services and supplies are for procurement and support actions consisting of: acquisition of MFAS Units Under Test (UUTs) and repairs of UUTs as required, Engineering Support Services include development of Test Requirements Documents (TRDs), Fault Detection Fault Isolation (FDFI), and Operational Test Program Sets (OTPS) in support of Organic Depot Capability, and Engineering Services also including Obsolescence Management, On-the-Job Training (OJT), Maintenance Training, Testing Support, Research and Development, Test and Evaluation, Redesign, Modification, Travel and Engineering Investigations, and Logistics Product Data (LPD) Support. Job Orders shall be within scope, issued within ordering period, and be within the maximum total dollar value of approximately $92,000,000 over a five-year period. Each Job Order will be synopsized. The Agreement type, cost plus fixed fee (CPFF), cost only, or firm fixed price, will be determined on each Job Order based on the complexity of the requirements. The proposed Agreement is for the supplies and services for which the Government intends to solicit and negotiate with one source, Northrop Grumman Systems Corporation, 1580A W Nursery Road, Linthicum Heights, MD 21090-2202, under authority of FAR 6.302-1 (statutory authority 10 U.S.C. 2304(c)(1)), only one responsible source. The basis for restricting competition is the lack of sufficient technical data and duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The duplicative cost and delay are comprised from the cost to procure, re-tool, reverse engineer, generate acceptance test procedures, perform first article testing, acquire flight certification, and perform stress analysis, which would take a minimum of five years for development, production, and verification. The development time would be even greater if another company needed to reverse engineer the system components. A Solicitation will NOT be posted to FedBizOpps due to the sole source nature of the action. The draft Agreement will be issued directly to Northrop Grumman Systems Corporation. Naval Surface Warfare Center (NSWC) Crane Division intends to award a Job Order (JO) under the sole source Basic Ordering Agreement (BOA). This JO is in support of Procurement of Test Requirements Documents (TRDs) and Fault Detection Fault Isolation (FDFI) documents for the Multi-Function Active Sensor (MFAS) Radar, AN/ZPY-3 under FSC 5841. The MFAS will be deployed and operational on the MQ-4C Triton in support of the Persistent Maritime Unmanned Aircraft Systems (PMUAS), PMA 262. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Northrop Grumman Systems Corporation through electronic mail. The proposed non-competitive contract action is anticipated to be awarded under FAR Part 15, Contracting by Negotiation. The anticipated contract award date is 10 March 2020. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
