N00164-19-R-JV42 - SOLE SOURCE- COMMON DATA LINK SYSTEMS (CDL) WEAPON REPLACEABLE ASSEMBLIES AND SHOP REPLACEABLE ASSEMBLY SPARES, REPAIRS AND ENGINEERING SERVICES FSC 5999 - NAICS 334511 Anticipated Issue Date 18 JANUARY 2019 - Anticipated Closing Date 25 JANUARY 2019- 2:00PM EST Naval Surface Warfare Center (NSWC) Crane Division has a requirement for a five (5) year Firm Fixed Price and Cost Plus Fixed-Fee Basic Ordering Agreement (BOA) to support the Common Data Link (CDL) System with efforts to include but not limited to Repair, Rework, Maintenance, Spares, Satellite Support, Engineering Support Services, Research and Development, Test and Evaluation, Redesign and Modification, Training Data Collection, Logistics Support Services and Travel. Delivery requirements will vary based upon each order placed under the BOA. The estimated ceiling amount for all items is $25,000,000. The anticipated delivery terms for this acquisition will be FOB Destination. Inspection and Acceptance is anticipated to be at the Source. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 15, Contracting by Negotiation. The anticipated contract action award date is Third Quarter - Fiscal Year 2019. The proposed contract action is for supplies and services which the Government intends to solicit and negotiate with one source, L3 Technologies, Inc. Communication Systems West, Salt Lake City, IT, Cage Code 06401, under the authority of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through any other source. The Government estimates a 51-month delay to develop, test, and field a different Common Data Link System. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to L3 Technologies Inc., Communication Systems West through electronic mail. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
