THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER PENDING BASIC ORDERING AGREEMENT N0016419GJV40. Naval Surface Warfare Center (NSWC) Crane intends to issue a Firm Fixed Price (FFP) type job order (JO) under a sole source Basic Ordering Agreement (BOA) N0016419GJV40 for the procurement of five (5) spares, P/N SK14-0126-4, Wavebuster. The BOA will be issued to L3 Communications Integrated Systems, L.p., 10001 Jack Finney Blvd, Greenville, TX 75402. Acquisitions under the BOA will be conducted on a sole source basis in accordance with the statutory 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source. The basis for restricting competition is the requirement for form, fit, and function replacement items. There is currently no sufficient technical data and duplication of costs to certify another item is not expected to be recovered through competition and therefore prohibits any other source from directly manufacturing and performing the required engineering and technical support for this JO. In addition, unacceptable delays in fulfilling the agency requirement through any other source would impact the mission. The solicitation will not be posted on FedBizOpps, but sent directly to the contractor. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed action based upon responses to this draft agreement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
