N00164-19-R-JQ67 - SOLE SOURCE - PROCUREMENT OF PATROL BOAT/MARFLIR II ELECTRO-OPTIC SYSTEMS, CABLES AND PROVISION ITEM ORDER (PIO) SPARES FSG 5855 - NAICS 334511 Anticipated Issue Date 29 MAR 2019 - Anticipated Closing Date 9 APR 2019 - Time 2:00 PM EST Naval Surface Warfare Center (NSWC) Crane Division has a requirement for Patrol Boat - Electro-Optics Systems (PB-EOS), Cables, associated integration kits, repair and PIO Spares. The anticipated ordering period is for five years and is estimated at $7,000,000. NSWC Crane intends to award a Firm Fixed Price contract to FLIR Systems, Incorporated, 25 Esquire Road, North Billerica, MA to satisfy this requirement. This effort will be conducted on a Sole Source basis in accordance with the statue authority 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition and the unacceptable delays in fulfilling the agency requirement through any other source. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with the proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It has been determined that FLIR Systems Incorporated, North Billerica MA, is the only source capable of meeting this requirement.
