N0016419RGP57 - SONAR DOME RUBBER WINDOWS (SDRWs), SONAR COMPOSITE DOMES (SCDs), AND ASSOCIATED SERVICES- FSC 5845 - NAICS 334511 Anticipated Issue Date: 05/22/2019 - Anticipated Closing Date: 06/28/2019 - 2:00 PM Time EST The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, Goodrich Corporation, 6061 Goodrich Blvd., Jacksonville, FL 32226-3402, under the authority of FAR 6.302-1(a)(2)(ii). This is being sole sourced because Goodrich is the only responsible source with the technical expertise, resources, and infrastructure to meet the agency's operational requirements without unacceptable delays and adverse impact to deployment schedules. The Government estimates the time it would take another vendor to obtain the infrastructure and gain knowledge of the production processes necessary to manufacture SDRWs and SCDs, as well as gain field service expertise necessary to provide installation and repair services, is estimated to be 5.5 years. All responsible sources may submit a capability statement which shall be considered by the agency; however, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. The controlled attachments will be posted to FedBizOps at the same time the solicitation is posted. FedBizOps may be accessed at http://www.fbo.gov. All changes that occur prior to the closing date will be posted to the FedBizOpps website.
