N0016419RGM69 - SOLE SOURCE - RADIATION TEST EQUIPMENT - FLASH X-RAY AND PULSED HIGH DOSE-RATE GAMMA IRRADIATION - FSC 6635 - NAICS 334517 Issue Date: 6 DEC 2018 - Closing Date: 21 DEC 2018 - 02:00 PM EST Naval Surface Warfare Center (NSWC) Crane intends to solicit and negotiate a contract for the for the procurement and maintenance support of a Flash X-Ray (FXR) machine and a Short Pulse Gamma (SPG) irradiator with L3 Applied Technologies - 2700 Merced St, San Leandro, CA 94577. The Government is contracting without providing for full and open competition under the authority of FAR 6.302-1; L3 Applied Technologies, is the only source capable of manufacturing the highly specialized FXR machine and the SPG irradiator and award to any other source would result in substantial duplication of cost to the Government that would not be expected to be recovered through competition, and would result in unacceptable delays in fulfilling the agency's requirements. The Government estimates procurement of one (1) each FXR machine and one (1) each SPG irradiator. Delivery Terms will be F.O.B. Destination. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this requirement based upon responses to this synopsis is solely within the discretion of the Government.
