This is being sole sourced because the equipment cabinet must fit/form exactly to the existing system. There is a configuration controlled drawing of the I1B1 test bench, which would have to be redesigned, and updated drawings would need to be created. All responsible sources may submit a capability statement which shall be considered by the agency. The basis for the sole source is the substantial duplication of costs. The effort to redesign the I1B1 test bench and update the drawings make it not cost-effective to the Government tp procure other than the Crenlo cabinets. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
