N0016419Q0159 - SOLE SOURCE - CDL ANTENNA - PSC 5985 - NAICS 334290 ISSUE DATE 18 JUNE 2019 CLOSING DATE 25 JUNE 2019 - 4:00 PM Eastern Time ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for the procurement of one each (QTY 1 each) CDL Antenna manufactured by L3 Communications Systems-West, P/N: 6003923306 The Government intends to solicit and award a single Firm-Fixed-Price (FFP) Sole Source, contract IAW FAR 13. The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, L3 Communications Systems-West. The basis for restricting competition is the substantial duplication of costs to the Government to qualify another manufacturer's product, which are not anticipated to be recouped through competition, and the anticipated unacceptable delays in fulfilling the agency requirements through any other source. L3 Communications Systems-West owns the proprietary data rights to the aforementioned requirement. L3 Communications Systems-West is the Original Equipment Manufacturer (OEM) of the one (1) antenna identified above and is considered the only responsible source possessing sufficient requisite knowledge, engineering expertise, and technical data to manufacture the CDL Antenna described in the requirement. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive any controlled attachments. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N0016419Q0159 is hereby issued as an attachment hereto.
