This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This combined synopsis/solicitation will be available for download on 30 December 2021under Request for Quotation (RFQ) number N0018922Q0059 at the following website: https://beta.sam.gov/. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2021-07. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses are available in full text at the following addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. This acquisition will result in a Firm-Fixed-Price contract under NAICS 519130. The Small Business Size Standard is 1,000. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392 intends to award a Firm-Fixed-Price, sole source contract to OCL, Inc. for five (5) on-line library subscription renewals in support of the United States Naval Academy (USNA). The proposed contract action will be conducted using the commercial items procedures of FAR Part 12 and Simplified Acquisition Procedures of FAR Part 13. The statutory authority for this sole source purchase is 10 USC 2304(c)(1), as implemented by FAR 6.302-1. The proposed contract action is sole source only. No solicitation or RFQ will be forthcoming. As a result, this requirement will not be set-aside for small business concerns. The activity’s small business office concurs with this determination. This combined synopsis/solicitation notice is NOT a request for competitive quotations. All responsible sources may submit a capability statement or quotation, by 5:00 p.m. Eastern time on 31 December 2021, which will be considered by the agency.
