This is a COMBINED SYNOPSIS/SOLICITATION for commercial supplies in accordance with the information in FAR Subpart 12.6 and FAR Subpart 13, using Simplified Acquisition procedures for commercial items. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation will be available at the following website https://sam.gov/. The Request for Quote (RFQ) number is N0018921Q0499. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2021-06. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Small Business Size Standard is $41.5M The proposed contract action is for commercial supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is NOT a request for competitive proposals; however, the Government will consider all bids, proposals, or quotations received by closing date. A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The NAVSUP Fleet Logistics Center Norfolk (FLCN), Contracting Department, intends to award a Firm-Fixed-Price, sole source contract to EAB Global, Inc. for Starfish CONNECT software license renewals in support of the United States Naval Academy (USNA). EAB Global, Inc. has recently become the exclusive provider of Starfish CONNECT. Only EAB support personnel are familiar with the systems configurations. EAB trained individuals possess the intricate knowledge, hands on experience, appropriate education and technical skills specifically developed to provide superior customer support. No other company’s software licenses will satisfy agency requirements. Please see the attached documents for additional information/details.
