This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Synopsis/Solicitation N0017821RC301 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF1449. The SF1449 form is being utilized to generate the applicable clauses from the Standard Procurement System. This requirement is eligible for small business set-aside. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. All responsible sources may submit a proposal, which shall be considered by the agency. Award will be made based on Lowest Price Technically Acceptable Offer. Time for Completion: The Contractor shall complete all work within 1 year after receipt of award. There are two additional Option Periods that are 1 year each. SECNAV Form 5521-1 (Vetting Form) If an offeror or their sub has not been vetted by NSWCDD before, or it has been more than 30 days since they were last vetted and approved by NSWCDD, then SECNAV 5512-1 Form will need to be submitted. On the form, you may identify Dorothy Smith as the Base Sponsor, 301-481-3426. After submission of the SECNAV 5512-1 Form, an offeror may then contact Dahlgren Base Pass Office/Visitor Center by calling 540-653-8217 to ensure they are cleared to enter the base. Pre-Registration If an offeror would like to be pre-registered, please submit the following for each individual who will be attending by 11 March 2021: Full name, company name, and whether the individual is a US Citizen. The government will do its best to pre-register individuals in time for the site visit but there is no guarantee of this; thus, all individuals should be prepared to check-in the regular way upon arrival at Dahlgren Base Pass Office Visitor Center. Site Visit: Site visit is scheduled for 19 March 2021 at 9:00 AM EST. The meeting location will be at the Pass & ID office where you get your badge. There will only be one Government sponsored site visit. Request for Information (RFIs): Offerors who determine that the technical and or contractual requirement of this RFQ require clarification(s) in order to permit submittal of a responsive proposal shall submit all questions in writing. All inquiries must be made in writing and shall be submitted via email to Dorothy Smith no later than 24 March 2021 at Dorothy.smith@navy.mil with inquiries attached as a Word document. Do not submit the same inquiry more than once. Please verify inquires submitted are not duplicated. A response will be published via an amendment. Wage Determination: Department of Labor (DoL) General Decision Number VA20210007 01/08/2021 applies to this work. Wage Determination No.: 2015-4329 /Revision No.: 14 applies to this work. Should this wage determination be modified by DoL prior to award, the most current wage determination will be incorporated at the time of award.
