This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This solicitation documents and incorporates provisions and clauses in effect through FAC 2022-07 and DFARS Publication Notice 20220826. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Under the authority of 6.302-1, the Naval War College, intends to award a sole source contract to Thomas International, Inc. for 500 High Potential Trait Indicator (HPTI) (Please see attached Sole Source Justification). This is a sole source procurement under Acquisition of Commercial Items (FAR 12), and Other Than Full and Open Competition (FAR 13.106-1(b)(1). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Office by 4:00 PM Eastern Time on/or before 14 Sept 2022. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed above. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
