This is a Special Notice for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation document N0012421Q0145 is issued as a Request for Quote (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition to FAC 2020-05, 03-30-2020. Under the authority of 6.302-1, the Naval War College, intends to award a sole source contract to Thomas International, Inc. for High Potential Trait Indicator (HPTI) (Please see attached Sole Source Justification). This is a sole source procurement under Acquisition of Commercial Items (FAR 12), and Other Than Full and Open Competition (FAR 13.106-1(b)(1). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Office by 4:00 PM Eastern Time on 09 June 2021.Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed above. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
