This is a Special Notice for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Under the authority of 6.302-1, the Naval War College, intends to award a sole source contract to Thomas International, Inc. for High Potential Trait Indicator (HPTI). Please see attached Sole Source Justification. This is a sole source procurement under Acquisition of Commercial Items (FAR 12), and Other Than Full and Open Competition (FAR 13.106-1(b)(1). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Office by 1000 Eastern Time on 10 June 2020. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed above. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
