The Navy lacks the technical data to produce NSN 7H-5995-016851442 (QTY 10 EA, FOB Origin) and has determined the spares are sole source, with only ISEA-approved sources considered and repair sources required to be certified Depot Overhaul Points (DOPs). Interested organizations that believe they have the needed technical data and capability may submit a SAR-Maritime for NAVSEA ISEA review, though the approval process can be lengthy. The Government intends to solicit and negotiate with only one source under FAR 6.302-1, and responsible sources may identify interest or submit capability statements/proposals, but this is not a request for competitive proposals. Offers for remanufactured, surplus, or repaired items will not be considered and will be deemed non-responsive. Award requires the offeror, product/service, or manufacturer to meet qualification requirements at time of award; FAR Part 12 commercial-item procedures are not being used, though commercial-item interest may be identified, and Free Trade Agreements/WTO GPA may apply if the relevant DFARS clauses are included.
