Non-approved sources may express interest through the NAVSUP Business Opportunities portal, but award will not be delayed to obtain approval of a non-approved offeror. Responsible sources may identify interest/capability or submit proposals, though this is not a request for competitive proposals and any competition decision is discretionary.
